On January 14, Kien Giang Provincial Police said they had just coordinated with the People’s Procuracy at the same level to execute a 4-month temporary arrest warrant for Pham Ngoc Chon (born 1985, residing in Binh Giang commune, Hon Dat district, Kien Giang province) and Doan Huu Nghi (born 1968, residing in Tan Tien commune, Tri Ton district, An Giang province), on the crime of “Fraudulent appropriation of property”.
According to the investigation results, Doan Huu Nghi did not own 49% of Ms. PTTH’s shares at Kien Giang Agriculture and Forestry Company Limited, but signed a capital contribution transfer contract to transfer 15% of the actual capital contribution, including 5 plots of land with an area of 308 hectares for Pham Ngoc Chon with a transfer price of over 67 billion VND to appropriate the amount of 3 billion VND.

At the same time, Nghi colluded with Pham Ngoc Chon to give false information that Chon had the right to use land of Kien Giang Agriculture and Forestry Company (in Nam Thai Son commune and Binh Son commune, Hon Dat district) to 6 people in Hon Dat district trusted them to lease a total of 3,195 hectares (more than 300 hectares) of agricultural land. Thereby, the subjects appropriated a total amount of over 2.9 billion VND.

According to local people, Chon is known as a “rice stork” protection boss, under whom he has many “juniors” with bad personalities who are ready to injure others if a conflict occurs.
Even though he only finished first grade, Chon established a security company and a clay mining company, headquartered at home and became its own director. In addition, Chon also worked as deputy director for many other companies in which Chon contributed shares. Chon had a previous conviction for theft of national security property.
Similar to Chon, Nghi also just finished first grade and is also the director of a company that Nghi opened at home.
Regarding Chon’s “juniors”, the Criminal Police Department, Kien Giang Provincial Police coordinated with Hon Dat District Police to conduct a search and arrest Pham Van Trinh (born 1989, residing in Ranh Hat hamlet, Binh commune). Giang, Hon Dat district); Duong Van Tien (born 2001); Ta Van Phuong (born 1999); Tran Dang Ngoc Hien and Tran Van Gioi for gathering and using homemade weapons and guns to resolve conflicts.

According to the police, Pham Van Trinh is Chon’s “junior”. Due to a personal conflict, Trinh gathered his group, prepared weapons and homemade guns to resolve the conflict with Tran Van Vu (born 1992, residing in Hon Dat town, Hon Dat district).
At about 7:50 p.m. on January 12, while riding a motorbike on Highway 80, arriving at the section of group 1, Thuan Tien hamlet, Binh Son commune, Hon Dat district, Trinh’s group met Vu’s group. Both groups used weapons to fight each other. During the fight, the subjects used homemade guns to shoot each other. As a result, Trinh was injured in the chest area.
Receiving the news, the Criminal Police Department, Kien Giang Provincial Police sent a working group to quickly arrive at the scene, coordinating with Hon Dat District Police to arrest the relevant subjects.
Currently, the case is being further investigated, and the task force continues to arrest the remaining subjects.
