There will be a bidding to choose the investor for the rest stop on the Northern Expressway

The Vietnam Highway Administration has just announced a list calling for investment in 8 rest stops on 7 eastern North – South expressways including sections Mai Son – National Highway 45; Nghi Son – Dien Chau; Dien Chau – Bai Vot; Nha Trang – Cam Lam; Cam Lam – Vinh Hao; Phan Thiet – Dau Giay (each project has 1 pair of stations) and Vinh Hao – Phan Thiet (2 pairs of stations).

The Vietnam Highway Administration also announced conditions on capacity and experience to select investors.

The selection of investors will be based on the appointment mechanism (if there is only one participating unit) or bidding (if there are 2 or more units). The deadline for investors to submit applications is January 11, 2024.

The investor or joint venture member who has been doing business or exploiting specialized road services under the project under consideration meets one of the following conditions: There is a decision to announce a type 1 rest stop to be put into operation; or there is a decision to announce a type 2, 3 or 4 rest stop to be put into operation, but must ensure that the rest stop has an inspection, maintenance and repair area for vehicles and a fuel station (with supporting documents); or has done business and exploited at least 2 services: Motor vehicle repair and maintenance workshop or road traffic rescue center and gasoline and oil fuel supply station or car charging station electricity.

At the same time, there is at least 1 service belonging to the following 3 services: Terminal and parking lot services; Catering services deal with and sell products; Lodging. For services, the total time the investor or joint venture member has been doing service business is at least 24 months within the last 10 years (from January 1, 2013 to present).

The call for investment in rest stops takes place in the context that the Ministry of Transport has put into operation many new expressways, but these routes all lack rest stops.

Newly built and put into operation rest stops will ensure to serve the rest needs of passengers and vehicles, meeting national technical standards on highways.

At each rest stop, there must be public service facilities (free) including parking lots; Rest space; Temporary rest room for drivers; Toilet; Where to provide information; Place to organize and launch propaganda on traffic safety; Place of duty for rescue and first aid staff in traffic accidents.

Commercial service works include food and beverage areas; Product introduction and sales area; Fuel station; Electric vehicle charging station; Vehicle maintenance and repair workshop; Car wash; Restaurant; Amusement parks; Children’s play area; Auxiliary works; Other essential services.

Supporting works include local or rest stop logos; Place where local specialties are produced and processed; Place for community activities (organizing fairs, cultural activities); Supporting works belong to the investment incentive category.
