This project passes through Tay Son district, Binh Dinh with a route length of 17km with 1,374 affected cases and an area of land recovered of 42,532m2.
Currently, the People’s Committee of Tay Son district has handed over the entire main route site to the investor. Regarding the electrical system, Tay Son district has handed over 89/92 pier foundation positions, while the remaining 3 pillars are located above and below Ba La bridge because households have not yet agreed on the compensation value, so there are still problems.

Mr. Nguyen Van Khanh – Vice Chairman of Tay Son District People’s Committee said that raising the foundation too high compared to people’s houses causes difficulties in site clearance. In addition, the construction units lack coordination and do not even provide Tay Son district with construction plans.
“As for the content that people do not give carpets for 2nd grade, I only heard about it today but there has not been a report to the district. The construction plans of Tay Son district’s construction unit have held many meetings but have not organized them. supply to the district, including other problems. But wherever the construction unit gets stuck, the district sends forces to coordinate with the construction contractor to immediately solve the problem,” Mr. Khanh said.
In the section passing through Tay Thuan commune (Tay Son district), 100 households are affected by cracked floors and walls.
However, in the past, the construction contractor promised the people that they would compensate for damages before continuing the construction. Therefore, the households, based on the construction unit’s promise, continuously obstruct and demand their rights.
At the scene, many sections of the road were rough and full of potholes due to slow construction. Some sections were unfinished but not watered, causing dust to fly.
In addition, in the Ba La bridge area, when constructing a temporary bridge, the contractor only built one lane, while the volume of vehicles participating in traffic on Highway 19 is very large, often causing traffic jams. pine.

Vice Chairman of Binh Dinh Provincial People’s Committee Nguyen Tu Cong Hoang said that in the process of implementing project clearance work, Tay Son district People’s Committee was still indecisive, delayed, and did not fulfill its responsibilities well.
Mr. Hoang suggested that the People’s Committee of Tay Son district must review all households on January 12. In case of problems, they should be divided into specific groups to solve at each level. Then, make a record and send it to the Provincial Department of Natural Resources and Environment, so that the Provincial People’s Committee can decide and finalize it soon.
“I suggest that Tay Son district review how many cases still have land problems and then group them into groups. When the Department of Natural Resources and Environment receives Tay Son district’s plan, they must act immediately to resolve it,” Mr. Hoang said.
In addition, the Vice Chairman of Binh Dinh Provincial People’s Committee noted that choosing a plan that benefits the people and follows the law. By Tet Giap Thin 2024, we must do an inventory, approve the plan, announce the price to the people and pay all the people. After Lunar New Year, people are asked to dismantle their houses. As for the sections that can be constructed, the contractor is required to urgently complete the construction.
“It’s not a matter of when you want to do construction.”
Vice Chairman of Binh Dinh Provincial People’s Committee requested the Director of Project Management Board 2 (Ministry of Transport) – the project investor to direct contractors to urgently overcome existing problems, focusing on implementation in the immediate future. The positions have been handed over.
Over the years, provincial and district voters have complained a lot about slow construction contractors causing dust and mud, making travel difficult.
Therefore, it is recommended that investors and contractors concentrate their human resources on completing the construction of sections with available premises, avoiding interrupted construction. Any location where people are obstructing it, immediately report it to the district for a solution.

Inspecting the scene, Mr. Nguyen Duy Lam – Deputy Minister of Transport said that there was no coordination between the investor and the construction contractor with the local government in project implementation.
“I see there is not good coordination. During the construction process, there is a plan. If anything arises during the construction, notify the local authorities for coordination. The forces here must review whether they can respond. Is that okay? As for the compensation policy, that is the local authority. The project money is still there but the locality decides and the project pays. The principle is to make sure the affected people are equal or better than before,” Deputy Minister Lam said.
According to Deputy Minister Lam, for contractors, there are specific plans during the construction process. If any problems arise, they must be immediately reported to the local authorities for timely handling and resolution.
You don’t have to wait until everything is in order to organize construction, and you don’t have to do it whenever you like. As for the technical aspect, once completed, it must be ensured that during floods and rising water, the project can still be constructed normally and operate traffic normally.

Regarding the issue of road surfaces and bridges being raised higher than people’s houses, Deputy Minister Nguyen Duy Lam asked investors and contractors to research how to build collector and connecting roads to serve people’s travel. more advantageous.
“Currently, the weather is sunny, contractors must focus on human resources and speed up the progress. The parts that can be done must be quickly completed, with asphalt carpet so that people can travel safely and smoothly during the Lunar New Year holiday.” This year, if there are any problems, we will focus on coordinating with localities to resolve them so that we can start construction soon,” Deputy Minister Lam requested.
