During the period 1955 – 1957, facing the urgent task of restoring the economy, healing the wounds of war, implementing President Ho Chi Minh’s call, to create a vibrant competitive atmosphere throughout the province, the Thai Provincial Party Committee Binh directed all levels to conduct the Farmers’ Congress to launch the reclamation and deforestation movement; Promote production and consumption of fishing and salt making. In 1959, implementing the policy of cooperative development, coastal communes built 7 fishing cooperatives with 603 member households, accounting for 71% of the number of fishing households; 5 salt farming cooperatives with 444 households, accounting for 97.7% of salt farming households.

In Tien Hai, the district Party Committee directed the implementation of a “second advance” to comprehensively exploit coastal advantages, considering it a requirement and a strategic goal. In the early period of conquering and exploiting the sea, the District Party Committee focused on three main stages: salt – sedge – fish. 420 households including 2,111 people were allowed to expand and develop the salt industry, achieving output from nearly 700 tons in 1963 to 1,311 tons in 1964. By 1964, the whole district had 9 salt cooperatives, 4 fishery cooperatives and 4 professional production teams. The East Sea breakwater construction is being carried out on a large scale. The district has directed the mobilization of militia and guerilla forces and the Youth Union as the core to mobilize citizens to participate in dike construction projects.
During the winter-spring of 1961 – 1962, the entire district mobilized 120,000 work days to complete Rang Dong, Muoi, Lan and Binh Thanh dikes, blocking the flow of sea water, turning 1,000 acres of saline land into a residence for farming people. agriculture, salt making, fish farming such as Nam Cuong cooperative, Dong Minh salt cooperative…
Once again, with a strong will and creative talent, the Party Committee and people of Tien Hai continue to expand the rich countryside on the pristine Tien Chau beach land, establishing many new villages, especially for the harvest season. In the fall, we get 100 tons of rice and dozens of tons of shrimp and fish. The construction of the Lan River and Nam Hung dykes has expanded the farming area to 1,300 acres, bringing 2,300 acres from 1 crop to 2 crops, marking a milestone in the process of conquering the East Sea of Tien Hai residents.
