The court sentenced defendant Tran Tien Quang – Former Chief of Do Son District Police to 8 years in prison for accepting bribes; Pham Quang Tuan – former Deputy Chief of Do Son District Police, was sentenced to 7 years and 6 months in prison for accepting bribes; Do Huu Dung and Nguyen Huu Cuong were sentenced to 7 years in prison for accepting bribes.

In this case, the Investigation Agency of the Supreme People’s Procuracy determined that Mr. Tran Tien Quang – former Chief of Do Son District Police played the main role, was the mastermind who directed the entire commission of the crime of Wrongdoing. Falsification of case and incident records, signs of self-interested motives, accepting bribes in order to have the case handled administratively.
At around 1:00 a.m. on November 13, 2020, Do Huu Dung called to report the proposal and received approval from Tran Tien Quang for an administrative inspection of Hai Son 86 karaoke restaurant. After the working group inspected, Tran Tien Quang knew about the incident. inspected the Hai Son 86 karaoke bar and confiscated drugs. Knowing there were signs of organizing illegal drug use, he instructed Pham Quang Tuan, Nguyen Huu Cuong and subordinate officers to falsify records to Resolve the case administratively.
At the same time, Tran Tien Quang directed Nguyen Huu Cuong to receive money from acquaintances and family members of some of the arrested subjects and directed Cuong to divide the money. The investigation agency of the Supreme People’s Procuracy conducted an investigation into the allegations of bribery by the defendants in the case. The investigation results have determined: Immediately after surrendering, Nguyen Huu Cuong admitted that he was directed by Tran Tien Quang to receive money from acquaintances and family members of the subjects arrested at Hai Son 86 karaoke bar, and received 500 million VND from Nguyen Khac Bay (aka Huy Tho) and Hoang Dinh Khac; received 30 million VND from Hoang Dinh Tuan; received 30 million VND from Tran Tien Quang to the subject’s family members; received 130 million VND from a man with eczema on his cheek (unknown who it was); received 200 million VND from Mr. Hung Justice (later declared that he received it from Do Huu Dung); received 60 million VND from Nguyen Van Tuan; received 100 million VND from Nguyen Quang Anh. Cuong heard Dinh Dinh Viet ask to give subject Do Hai Ninh 20 million VND but did not see Viet give money. The total amount Cuong received was 1,070,000,000 VND.
After receiving the money, Cuong gave it all back to Tran Tien Quang and Quang instructed Cuong to divide it as follows: Give Nguyen The Trung, then Deputy Director of the People’s Procuracy of Do Son district, 200 million VND; gave the General Investigation Team 23 million VND; gave Hop Duc Ward Police 15 million VND; gave the Criminal Team 18 million VND; gave Tran Duy Hung 5 million VND to pay for a drug test box; gave the Administrative Management Team 100 million VND, gave Pham Quang Tuan 200 million VND; gave the Traffic Team 10 million VND; gave the General Team 2 million VND and Cuong received 50 million VND.
