The People’s Committee of Ba Ria – Vung Tau province issued a document on January 4 to direct functional agencies to resolve problems and chaos in My Xuan A2 Industrial Park in Phu My town.
On the same day, the Provincial Industrial Park (IZ) Management Board continued to work with the investor, but the investor continued to be uncooperative. The management board of industrial parks has recorded the incident.
One day later, the Standing Committee of the Provincial Party Committee Direct and completely resolve the implementation of legal regulations of this company (abbreviated name FIDC) that businesses in My Xuan A2 Industrial Park and the press have reported recently.
On the evening of January 3, Mr. Nguyen Cong Vinh, Vice Chairman of the Provincial People’s Committee, chaired a meeting to hear a report on the content of the case. Mr. Vinh assigned the Provincial Industrial Park Management Board to coordinate with relevant departments and branches to urgently clarify the contents related to the nature and behavior of FIDC in accordance with the provisions of law, and report to the Provincial People’s Committee to promptly handling, ensuring harmony of interests between FIDC and businesses inside this Industrial Park.
According to feedback from businesses in My Xuan A2 Industrial Park, continuously from mid to late 2023, FIDC has arbitrarily introduced new regulations to increase service prices. Typically, individual waste collection in industrial parks is undertaken by FIDC at a price of 400,000 VND/m3. Vehicles collecting liquid waste from outside are not allowed to enter this Industrial Park.

From November 2023, FIDC increased the wastewater treatment fee from 5,208 VND/m3 to 15,300 VND/m3 (an increase of 194%), contrary to the terms of the contract. According to records from the provincial authorities, the investor of this industrial park also arbitrarily placed barriers to control, open or block vehicles entering and exiting the industrial park. This investor also erected traffic signs in the industrial park.
In addition, FIDC still owes Phu My Water Supply Joint Stock Company more than 15 billion VND in water fees (as of December 22, 2023) even though secondary investors have fully paid to FIDC. According to the authorities of Ba Ria – Vung Tau province, FIDC’s water debt shows signs of misappropriating paid water fees from secondary investors.
Not only that, FIDC’s security surveillance force in My Xuan A2 Industrial Park was equipped with illegal clothing.
NOn November 29, 2023, the Staff and Military Command of Phu My town, Ba Ria – Vung Tau province discovered, seized, and made a record of 3 security supervisors in My Xuan Industrial Park. A2 uses 3 sets of military uniforms bearing the ranks of Lieutenant Colonel, Lieutenant Colonel and Colonel with the Army symbol, 3 sets of ceremonial uniforms, 2 sets with the Air Force symbol.

According to the Provincial Industrial Park Management Board, when invited by the authorities to work, cooperate or get written opinions, FIDC company did not respond according to the coordination regulations, but responded in a direction that had not been received. If the documents are complete, it is necessary to have time to consult with specialized experts and criticize the authorities with unfounded and idle arguments and comments to prolong the time.
It is known that the Provincial Industrial Park Management Board will conduct an inspection of FIDC company in the near future.
