LTS: Green economic development is an inevitable trend in the world. Since COP 26 in Glasgow, Vietnam has implemented 12 major, comprehensive measures in 3 groups to reduce greenhouse gas emissions, while ensuring energy independence and security, the benefits of the people as well as the environment. economic development goals. Last December at COP 28, the Prime Minister committed to the international community about Vietnam’s efforts to bring net emissions to “zero” by 2050 and launched a specific program for our country. . At the same time, it affirms Vietnam’s consistent policy on building a green economy, a circular economy, and proactively responding to climate change. Recently, contributing to the country’s great goals, sectors and businesses in Vietnam have begun to put green issues into the focus of operations, production and business. Initial results have been recorded, but limitations are also revealed. Join Dan Viet to find solutions to the “green” problem of industries, fields and businesses.

Developing green transport infrastructure still faces many difficulties

The development of green transportation is expected to be an important factor in building infrastructure and developing breakthrough economic efficiency. However, the process of developing green transportation still has many challenges and requires breakthrough and smart solutions.

Traffic experts believe that, in addition to developing green transportation infrastructure, creative and innovative policies are needed in operating and implementing green transportation models. During the implementation of traffic projects, it is necessary to ensure harmony between the interests of the State and the people, ensuring safety and protecting the environment.

At the same time, it is necessary to convince people to actively switch to using public transportation in general and green transportation in particular.

Dr. Tran Khac Tam emphasized: “Transportation plays a particularly important role in the socio-economic development of any country in the world. Transport helps connect socio-economic activities between different countries. region, between the country and the world; ensuring national defense and security for the country”.

“I am very happy, because in recent years the Party, the State and the entire political system have paid great attention to investing in developing the transport infrastructure system,” Dr. Tran Khac Tam shared.

Looking from the North – South Expressway project, Long Thanh airport, Seaport, Dr. Tran Khac Tam assessed that in recent years, the North-South expressway, airport,… railway projects invested in construction and operation have helped connect regions, reduce travel time, and reduce costs. logistics fees. Thus, the effectiveness of transportation projects can be clearly seen.

However, developing green transportation infrastructure still has many difficulties and challenges. In addition to managing and focusing on economic growth and development, it is necessary to focus on protecting the environment, improving the quality of people’s lives, towards the goal of sustainable development.

Dr. Tran Khac Tam believes that difficulties often lie in the organizational context and social context where this technology and infrastructure project needs to be deployed. In particular, with developed economies, it will be even more difficult, because the infrastructure has developed but that infrastructure has not been initially designed to serve the goal of so-called green transportation.

From another perspective, Mr. Nguyen Hoang Hai, Director of the Hanoi Public Transport Management Center, said: Transport is one of the main activities that generates greenhouse gases, ranking third compared to other activities. with other industries such as the energy industry and agriculture industry. The rate of emissions in traffic is approximately 20%. Solutions to reduce emissions in transport are very positive during this period.

“In transforming towards green transportation, we have received instructions from the Government and the authorities. Currently, the Government has decision No. 876 approving the action program on green energy conversion, Reducing methane and carbon emissions in the transportation sector. That is a very important direction,” Mr. Hai shared.

Need diverse development strategies

According to Mr. Hai, for green transportation to develop strongly, many necessary and sufficient conditions are needed. In particular, there needs to be a legal corridor and standards issued uniformly, oriented in investment and management, and with norms if included in the city’s management system. Most importantly, it is the source of investment capital for projects, with economic and technical norms issued appropriately for this type of transportation.

“Investment in green transportation is not small, we also have to invest in infrastructure. There need to be policies to support prices and capital so that businesses can access it more easily,” Mr. Hai stated.

Also talking to PV Dan Viet, Professor Dr. Nguyen Mai, Chairman of the Association of Foreign Investment Enterprises, said: “Our socio-economic development depends greatly on transportation and logistics infrastructure. Currently, our transportation infrastructure still has many shortcomings as the railways are outdated, the transportation of passengers and goods is mostly by road, in addition to sea routes, inland waterways, and flights. .

Outlining solutions to develop green transportation, Professor Dr. Nguyen Mai outlined the following solutions: Firstly, have a strategy to develop diverse transportation infrastructure and logistics infrastructure in many localities, connecting regions. industries, industrial clusters, economic zones to seaports, railway stations,…

Second, it is necessary to have modern technology and to form complete supply chains. So that not only foreign investors but also large, small, medium and micro domestic enterprises can participate in this supply chain.

Third, we must complete the domestic logistics infrastructure, including transportation and warehousing, into a modern synchronous system.

Fourth, encourage domestic investment and foreign investment capital into Vietnam with a mechanism adapted to current conditions.

Minister of Transport Nguyen Van Thang said that there needs to be a support mechanism for the development of transport infrastructure in developing countries and underdeveloped countries, ensuring that no country, no one is affected. left behind in the process of sustainable transport transformation, combating the adverse effects and potential risks of climate change, enhancing the climate adaptation and resilience of transport infrastructure .

According to Minister Thang, developing green transportation requires strengthening cooperation in training and developing human resources in the transportation industry; cooperate in research, development, application and transfer of green technology, develop green infrastructure, reduce greenhouse gas emissions, and provide green energy.

The Minister emphasized that Vietnam considers environmentally sustainable transportation development a focused priority, promoting restructuring of the transportation market share in the direction of reducing the market share of road transport and increasing the market share of transport modes. Inland waterways and railways are environmentally friendly.

Along with that, focus on developing multimodal transport and logistics services based on the application of science and technology, improving capacity, efficiency, quality of transport services, and reducing logistics costs. At the same time, we are actively implementing programs and conventions of the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) with the goal of joining hands to reduce net emissions to zero by 2020. 2050 and identifies green energy transformation as the most basic and important task in the process of implementing green growth goals as well as implementing Vietnam’s commitments at COP26.
