The Organizing Committee of Party Committees at all levels advised Party Committees to send 7,679 cadres, civil servants and public employees to train in political theory, professional expertise, and update knowledge according to their positions.

At this conference, representatives of district party committees raised difficulties in planning and appointing union officials at district and commune levels.
