On December 28, at the Conference to summarize 2023 and deploy the 2024 tasks of the Ministry of Transport, Prime Minister Pham Minh Chinh said that 2023 is a year of favorable opportunities mixed with difficulties and challenges.
Among them, there are more difficulties and challenges, many complex developments in the world situation are out of control and unpredictable. This has had a major impact on the domestic situation, including the transportation sector.

The Prime Minister said that under the Party’s leadership and the State’s direction, the efforts of the Ministry of Transport have successfully completed their tasks, contributing to the whole country’s macroeconomic stability, controlling inflation. promoting growth and infrastructure development, contributing to hunger eradication and poverty reduction in remote, border and island areas.
“Wherever the road goes, new development space will open up. Wherever the road goes, people can easily get there, wherever the road goes, industrial parks and rural areas will develop,” the Prime Minister said.
The Prime Minister recalled the event in early 2023, for the first time, the Ministry of Transport started online construction of 12 expressway projects from North to South, and by the end of the year, continued to inaugurate 4 transport sector projects from airports, bridges, highways at both ends of the country. In the country’s overall achievements, there is a major contribution from the transportation sector, as well as localities in 2023.
The Prime Minister praised the Ministry of Transport for actively and proactively reviewing and building and perfecting institutions, submitting to the Government 13/13 Decree reaching 100% of the plan according to the Government’s work program.
The Prime Minister emphasized: “A good organization and implementation process can build good institutions. Practical problems need to be removed immediately.”
“For example, recently the Government worked with the Ministry of Transport and relevant agencies to remove difficulties in raw material sources,” the Prime Minister said about removing material difficulties.
In 2024, the Prime Minister basically agrees with the Ministry of Transport’s report requiring a number of key issues.
In particular, Government leaders noted the need to take scientific and technological innovation as the driving force and leading resource in designing, surveying, supervising, and organizing the construction of key projects. From there, it contributes to ensuring progress, quality and preventing negative corruption for rapid and sustainable development of transport works and projects.

The Prime Minister also asked the Ministry of Transport to firmly grasp the situation and promptly handle problems. “At any level, that level must be resolved, wherever the difficulty is, it must be resolved” – the Government leader emphasized.
Along with that is the task of building appropriate policy mechanisms to maximize the potential differences and competitive advantages of each region and field.
It is necessary to maintain discipline, decentralize power, allocate resources, strengthen regular supervision, reduce all troublesome administrative procedures and harassment that cause costs for people and businesses. Must harmonize the interests between people and state-owned enterprises and ensure the legitimate rights and interests of people and businesses.
Emphasizing this point of view, the Prime Minister directed that after relocating people to carry out projects, it is necessary to pay attention to ensuring employment rights and accommodation for people in the most harmonious way.
In addition, attention should be paid to a number of projects such as prioritizing resources for the key Long Thanh international airport project, focusing on controlling progress, improving quality, and combating negative waste.
Next to that is the commencement of a number of PPP projects such as Dong Dang – Tra Linh expected on January 1, 2024, Gia Nghia – Chon Thanh project and Ninh Binh – Thai Binh – Nam Dinh – Hai Phong project.
“These are three very important projects, three different economic regions, including one difficult economic region, two key economic regions, the Red River Delta, Hanoi and the Southeast region connecting to the Central Highlands” – The Prime Minister pointed out.
The Prime Minister asked consulting units to improve their capacity to become more mature. Contractors respect the law, do not take advantage of policies, split projects, put the interests of the people and nation first, and ensure transparency and publicity.
