The third season of the television series begins with a new threat to national security. A van deposits a dead body outside the Los Angeles Health Unit, which is later found to be infected with a deadly virus. This development prompts Tony, who is now in charge of the Counter Terrorism Unit, to take action.

The virus is revealed to be a blackmail tactic to secure the release of a drug lord, Ramon Salazar, who was recently brought down by Jack. Salazar's brother is threatening to release the virus into Los Angeles unless his brother is freed.

Meanwhile, Jack is preparing to sign a deal with Salazar at the prison. He is accompanied by his new partner, Chase Edmunds. Before the deal is finalized, Salazar delivers a warning to Jack, which is followed by the murder of Jack's lawyer.

In a separate storyline, it is revealed that Palmer has survived the events of the previous season and has returned to Los Angeles. He is running for re-election and is preparing for an important debate with a rival senator. Palmer is accompanied by his brother, who serves as his chief of staff, and his doctor, who is also his girlfriend.

The episode sets the stage for a new season of high-stakes action and suspense as Jack and the CTU team work to prevent the release of the deadly virus and contain the threat posed by Salazar and his brother.
