Regarding the appearance of Viet A Company in Hai Duong province, according to Tuyen, it was under the direction of his superiors.
On Viet A Company’s side, Phan Quoc Viet had a discussion with Tuyen about sending equipment for testing to support Hai Duong, but Tuyen said this was not within his authority.
According to Tuyen, meetings of the Steering Committee for Epidemic Prevention and Control, the Provincial Party Committee, and the People’s Committee of Hai Duong Province directed Viet A Company to be included in the fight against the epidemic.

Defendant Tuyen declared that later, when continuing to pay in installments 2 and 3, Viet A Company offered to deduct its percentage to support and share with CDC Hai Duong, which Viet A said was profit sharing. Profit with CDC Hai Duong.

“The defendant thought this money was a percentage, allowance, and share, so he did not use the unit’s account because he had to report financially. The defendant used the account of a friend and a family member.” – Former Director of CDC Hai Duong declared.
Regarding the use of the money, Tuyen said that according to sharing, Viet A Company’s suggestion is to share it with those who have contributed to fighting the epidemic. Tuyen declared that he gave former Secretary Pham Xuan Thang 3 times, 2 times 300 million VND, 1 time 50 thousand USD. Tuyen declared that this USD amount was sent to him by his relatives.
In addition to giving it to Mr. Thang, Tuyen gave it to former Director of Hai Duong Department of Health Pham Manh Cuong 6 times, a total of 7 billion VND.
Explaining the reason for giving more money to Mr. Cuong than to the former Provincial Secretary, Tuyen said that Cuong was the direct leader and a person who worked very hard in the fight against the epidemic.
In addition, Tuyen also gave the Departments of the Ocean CDC from 20 million to 500 million VND. The remaining more than 16 billion VND, Tuyen declared for personal reasons.
Currently, Tuyen has paid back more than 13 billion VND.
Also testifying in court today, Vu Dinh Hiep said he respected the data shown by the investigation agency. Hiep admitted to giving bribes to the provinces in the amount of 32 billion.
