Many traditional cultural values ​​and cultural heritage of the nation are inherited, preserved, embellished, developed and internationally recognized. UNESCO recognized Ha Long Bay – Cat Ba archipelago as a World Natural Heritage, bringing the total number of recognized Vietnamese heritage sites to 32. Grassroots cultural life and the movement “All people unite to build cultural life” continue to develop in depth and quality, bringing practical results; promote the values ​​and roles of family, community and society; creating positive changes in building and developing the Vietnamese people comprehensively and building an advanced Vietnamese culture rich in national identity. In 2023, more than 3,000 public cultural and artistic competitions and performances will be held, attracting more than 9 million attendees.

Many traditional cultural values ​​of the nation are promoted; New cultural behavioral standards are formed; Cultural life in ethnic minority and mountainous areas is of interest. Many traditional festivals and cultural and artistic activities are organized safely, healthily, economically and joyfully, creating an impressive and colorful picture.

Mass sports continue to develop widely. The campaign “All people exercise according to the example of the great Uncle Ho” was deployed and effectively linked with the movement “All people unite to build a cultural life” and “New rural construction program” . Many competitions and sports tournaments attract a large number of people to participate. Physical education and school sports are promoted. Successfully organized 173 national and international sports tournaments held in Vietnam. High performance sports continue to achieve many impressive results.

The Ministry proactively advises the Government to promulgate policies to accelerate recovery and speed up tourism development; remove difficulties and obstacles, create conditions for tourism businesses to recover and develop. Linkage and cooperation in tourism development between localities and regions continue to be strengthened. Vietnam tourism recorded breakthrough growth when international tourists in 2023 were estimated to reach 12.5 million (far exceeding the target of 8 million visitors and 3.5 times higher than in 2022); Domestic tourists are estimated at 108 million, exceeding 5.8% of the plan; Total revenue from tourism is estimated at 672,000 billion VND, exceeding 3.38%.

Leadership, administration and state management have been innovated and strengthened in the direction of determining focus and key points, allocating appropriate resources, and promoting industry development. Many localities have been proactive and closely followed the guidelines, policies, laws of the Party and State and resolutions of party committees and people’s councils at all levels to exploit and promote cultural identity, heritage sites, strengthening connections in the development of culture, sports and tourism.

Besides the achieved results, the Prime Minister also pointed out some shortcomings, limitations, difficulties and challenges. Great potential, but institutions, mechanisms and policies for culture, sports and tourism are still limited. Policies to preserve and promote traditional cultural values ​​of the nation are incomplete (such as lack of policies for intangible cultural heritages after being registered). A national target program on cultural development and a strategy for developing Vietnam’s cultural industry in the new period has not yet been developed.

Coordination within the industry and between the industry and ministries, branches and localities is still lacking in tightness and rhythm, especially in promoting and exploiting heritage. The mobilization of investment resources, especially public-private cooperation in the field of culture, sports and tourism is still limited, so difficulties must be gradually removed step by step (for example, in the exploitation of My Dinh stadium, or the exploitation of public works). tablets…).

The potential for differentiation, outstanding opportunities, and competitive advantages to develop the cultural industry and entertainment industry have not been fully exploited. The material and spiritual lives of some artists, athletes… still need more appropriate mechanisms and policies.

The system of cultural and sports institutions, especially in ethnic minority and remote areas, is still lacking in uniformity. The field of physical education and sports still has limitations and inadequacies in both mass sports and high-performance sports. “Urban areas lack land funds, and rural areas lack funding to invest in building facilities for mass physical training and sports activities,” the Prime Minister said.

The tourism sector has achieved many positive recovery results, but still faces many difficulties and challenges. Some complicated cases drag on, causing loss, waste of resources, and frustration in public opinion. Policy communication work needs to be more active.

The Prime Minister emphasized lessons learned about seriously grasping and effectively implementing resolutions, guidelines, policies and laws of the Party and State on Culture, Sports and Tourism; direction of General Secretary Nguyen Phu Trong at the National Cultural Conference. At the same time, always be proactive, innovate, combine tradition and modernity, between national strength and the strength of the times, internationalize Vietnamese culture and nationalize world culture.
