Synopsis
Shoichi Tsugami and Makoto Hikawa have finally created a good fighting bond and their relationship is back to normal. Shouichi feels that it is best to figure out why Kaoru Kino attacked them is to talk to him and figure out why he is living in the past.
The El of Water has finally recovered and seeks to eliminate all the Riders once and for all.
