Simon worked for the Baltimore Sun City Desk for twelve years from 1982 to 1995. He wrote the 1991 book Homicide: A Year on the Killing Streets, which served as the basis for the NBC television series Homicide: Life on the Street, airing from 1993 to 1999, where he served as a writer and producer. Simon also co-wrote the 1997 book The Corner: A Year in the Life of an Inner-City Neighborhood with Ed Burns and adapted it into the HBO mini-series The Corner in 2000.
