She began her acting career in Florida, appearing in beach comedies and productions filmed in and around Daytona Beach and Miami, including Summer's Games in 1987, Karate Warrior 2 in 1988, and Summer Job and Lauderdale in 1989. Afterward, Baxter appeared in a nude pictorial in Penthouse magazine, becoming their Pet of the Month for June 1990, which was followed by other acting roles.
