The Federal Reserve has announced that it’s lowering its benchmark interest rate by a quarter point but provided no clear outlook for its next decision, expected in December.
In a 10-2 vote, the central bank’s Federal Open Market Committee reduced its benchmark overnight borrowing rate to a range of 3.75%-4%.
It also said it will restart limited purchases of Treasury securities, as money markets are showing signs that liquidity is becoming tight, a situation it has pledged to prevent.
The Fed also announced that it will end the reduction of its asset purchases, known as quantitative tightening, on December 1. 
“A further reduction in the policy rate at the December meeting is not a foregone conclusion. Far from it. Policy is not on a preset course,” Fed Chair Jerome Powell said. 
Powell added, “We haven’t made a decision about December, and you know, we’re going to be looking at the data we have, how that affects the outlook, and the balance of risks.”

Haruko Koga is a Japanese animator and filmmaker whose painterly 2D work explores light and memory, complemented by her experience as a 3D generalist.
 
 
 
 
 
 
 
Artist/Director Statement:
This AR experience was created as a special feature for FC Tokyo’s official character, Tokyo Dorompa, for the 2025 birthday celebration held at Ajinomoto Stadium on September 28. My goal was not only to present a digital mascot, but to transform the stadium itself into a shared immersive space where reality and fantasy collide.
In this experience, a birthday-cake-shaped UFO appears at the center of the field, rising into the sky before revealing a massive 3D Dorompa who launches into a high-energy dance with laser effects. The open height and wide field of the stadium allowed us to design an AR performance that audiences could view from any angle in 360 degrees—an experience impossible with traditional, marker-based AR.
As an artist and animator, I was particularly interested in how AR can expand the boundaries of live events by reshaping familiar architecture into a stage for large-scale storytelling. By tailoring choreography, lighting, and spatial composition to the stadium’s unique environment, the project aimed to create a sense of collective exhilaration and playful surprise. Unlike conventional football viewing, which is mostly passive, this AR performance invited spectators to participate actively, turning the stadium momentarily into a vibrant dance floor.
Ultimately, this project explores AR as a medium capable of enhancing communal experiences—inviting audiences to feel connected, immersed, and part of a celebration that exists simultaneously in the physical and virtual worlds.
 
Sustainability:
The sustainability of this AR project is rooted in its digital-first approach. By utilizing entirely virtual production methods, we minimized physical waste and avoided the need for printed materials, stage construction, or large-scale props. The 3D assets and animations were produced through a fully paperless workflow, and remote collaboration tools reduced transportation and energy use throughout the development process.
Beyond environmental considerations, the project also emphasises experiential sustainability—creating a digital experience that enhances live events without additional resource consumption. By integrating AR into the existing architecture of Ajinomoto Stadium, we generated a large-scale visual impact while leaving no physical footprint. The content can be reused, updated, and redeployed for future events, extending its lifespan and reducing the need for repeated material production.
This project demonstrates how immersive technology can deliver powerful communal experiences while remaining environmentally conscious, scalable, and responsible.
