Synopsis

On Rind Island, Tracey meets Dr. Quackenpoker, who is a noted Pokemon Watcher. Dr. Quackenpoker is conducting a study regarding the Magikarp that climb up waterfalls and how those Magikarp evolve into Gyarados. However, Team Rocket appears during the course of these events with the intent to steal the Magikarp and get them to evolve.
