In the thirteenth season episode titled Return to Sender, Gibbs and Senior FBI Agent T.C. Fornell unite to handle a new case. The situation begins after two British prisoners escape. One of the escaped individuals is a former spy. Following their escape, the two prisoners arrive stateside via a shipping container.

The television series follows the Major Case Response Team of the NCIS as they investigate criminal cases connected to United States Navy and Marine Corps personnel and their families. The show features a cast that includes Mark Harmon as Leroy Jethro Gibbs, along with Michael Weatherly as Tony DiNozzo and Sasha Alexander as Caitlin Todd during the first season. Additional cast members associated with the broader history of the program include Sean Murray, Brian Dietzen, and Rocky Carroll. The series originated as two back-door pilot episodes of an existing show, JAG, that aired in April 2003, before premiering as its own series covering crimes ranging from murder and espionage to terrorism and stolen submarines.
