Kodaka Hasegawa transfers to a new school, where he is initially labeled as a violent delinquent due to his appearance. Despite his efforts to make friends, he remains alone. He meets Yozora Mikazuki, a fellow loner who talks to her imaginary friend in an empty classroom. Kodaka and Yozora share stories and decide to start the Neighbor's Club, a group for people who don't have friends. The club's daily activities involve learning social skills and how to fit in. Kodaka is joined by other eccentric outcasts, including Sena Kashiwazaki, who loves eroge.
