The film features insurance investigator Maindrian Pace and his team, who maintain double lives as car thieves. The plot follows the group as they attempt to steal a collection of vehicles. In one account of the narrative, a South American drug lord hires Pace to steal 48 cars, with the final target being a 1973 Ford Mustang codenamed Eleanor.
