People are hearing voices in their heads that are forcing them to kill specific people and then commit suicides. CID are baffled as they can't pinpoint if this state is natural or induced by a mastermind.

These internal voices are compelling the affected individuals to commit acts of violence, specifically forcing them to kill targeted people. Following these compelled murders, the individuals are then driven to commit suicides. The Bureau finds themselves completely baffled by the nature of these incidents. The investigators are unable to determine whether this strange and deadly state is occurring naturally or if it is being deliberately induced by a mastermind.
