The story follows a brother and sister who befriend a badly sunburned dolphin that has been separated from its family. While interacting with the marine animal, the kids uncover a secret plan and an evil plot by a crooked real-estate mogul and the mayor that could destroy the beach and their new friend's home. To protect the sea life and save their best friend Bernie, the children must devise a clever plan to stop the antagonists.
