He attended schools in Märjamaa and graduated from the Ants Lauter Märjamaa Secondary School in 1976, which is now known as Märjamaa Gymnasium. From 1976 to 1979, he studied journalism at the University of Tartu, and later studied acting at the Tallinn State Conservatory's Performing Arts Department, graduating in 1982. His graduating classmates included Margus Oopkaup, Anu Lamp, Laine Mägi, Sulev Teppart, Andrus Vaarik, and Viire Valdma. Rekkor's first significant film role came in 1983.
