Vietnam is the country with the fastest growing digital economy in Southeast Asia for 2 consecutive years
During the meeting, the Ministry of Information and Communications (MIC) evaluated the outstanding results of national digital transformation in 2023. In particular, the National Digital Transformation Program, National Strategy for Digital Government Development , digital economy and digital society have set 62 goals.
Of the 62 goals, 18 goals have now been completed at a rate of 29%, 27 goals have a high possibility of completion, accounting for 43.5%, and 17 goals require focused efforts to be completed on time. , currently accounting for 27.5%. In 2023, 126 tasks were set, 102 tasks were completed, reaching a rate of 81%.
Also according to the Ministry of Information and Communications, the World Intellectual Property Organization ranked Vietnam’s Innovation Index in 2023 ranked 46th, up 2 places compared to 2022. At the same time, Vietnam also continuously maintained in the group of 50 leading countries from 2018 to present. It is known that Vietnam’s national digital transformation index from 2020 to 2022 increased by 48%, from 0.48 to 0.71. In 2023, this index is forecast to reach 0.75.
Notably, Google’s report said that Vietnam’s digital economic growth rate is the fastest in Southeast Asia for 2 consecutive years (2022 reaching 28%, 2023 reaching 19%), 3.5 times higher than the speed GDP growth. Meanwhile, the Ministry of Information and Communications estimates that the proportion of the digital economy in Vietnam’s GDP in 2023 will reach 16.5%. Vietnam’s digital economic growth rate is about 20%/year, 3 times faster than GDP growth rate.
Previously, the Ministry of Information and Communications selected 2023 as the year to accompany Vietnamese digital technology businesses abroad. Specifically, this year, Vietnam has more than 1,500 Vietnamese digital technology enterprises with revenue from foreign markets, an increase of more than 7% compared to 2022. Total revenue from foreign markets is estimated at 7.5 billion USD, an increase of 4% compared to 2022. Revenue of information technology parks is concentrated at about 15 million USD/ha/year, about 15 times higher than the revenue of industrial parks.
Currently, Vietnam is in the group of 10 leading countries in the number of new downloads of mobile applications for 2 consecutive years, 2022 and 2023. Among them, 3 applications are VneID of the Ministry of Public Security, VssID of the Vietnam Social and Youth Insurance of the Central Youth Union of the State agency with the largest number of users. The number of users on Vietnamese digital platforms will grow by 46% compared to 2022.
Digital transformation helps simplify administrative procedures
During the meeting, it was also pointed out that current regulations and administrative procedures have been simplified to help people save time, businesses no longer have to wait as long as before in establishing businesses as well as Investment certificates.
Accordingly, in 2023, many ministries and branches have reduced or simplified nearly 2,500 business regulations, simplifying 528/1,086 administrative procedures related to citizens. Connecting and sharing data brings specific results, solving interdisciplinary problems that were previously difficult to completely solve.
Most significantly, connecting and sharing population and insurance data is more convenient for people to go for medical examinations. They only need to provide citizen identification, shortening the 4-step process to 2 steps. Each authentication session now only takes 6-13 seconds instead of 10 minutes like before.
For businesses, once connected, data sharing will help simplify business registration and business establishment procedures. Currently, 4 processes have been merged including: Business establishment registration, Social insurance registration, Employer declaration and Invoice registration, all of which only have 1 process and the implementation time is only 1. 6 days left instead of 16 days like before.
Not only that, administrative procedures in localities also have positive changes. For example, in June 2023, Quang Ninh only took 12 hours instead of 14 days compared to regulations to issue investment certificates for 2 investment projects of enterprises with a total investment capital of nearly 250 million USD since inception. Investors submit applications online through the province’s public service portal.
