The former boss of the gendarmes of Eure-et-Loir becomes personnel director of all the gendarmes of France

Division General Bruno Arviset, 53, received his 4th star out of a potential of 5. The native of Chartres, already the youngest colonel in France at 40, and the youngest general in the French army at 52, has was promoted to director of personnel, at the general direction of the gendarmerie. He is the only gendarmerie general born in Eure-et-Loir.

How do you feel about this 4th star?
Pleasure. Pride. I enter the last circle of the DDGN (General Directorate of the Gendarmerie), in the management team. But that also means that this summit brings me to the end of my career! Basically, it’s not the extra star that weighs, but the position.

A director of central administration who can make people disappointed.
I have the management of 102,000 active gendarmes of all ranks and 33,000 reservists, their remuneration on a budget of 4 billion euros, their advancement, their transfer… So yes, on major transfers, sometimes you have to arbitrate and decide. This is also the case for rank advancements and medal awards. I also have this disciplinary role, sometimes leading to sanctioning, or even excluding, soldiers from the gendarmerie. A hundred annual files.

The spectrum of human resources also includes retirements and the recruitment component in the gendarmerie, campaigns, files, training in schools, etc.

Do you have other missions?
The spectrum of human resources also includes retirements (4,000 non-commissioned officers and officers per year) and the recruitment component in the gendarmerie (8 to 10,000 per year), campaigns, files, training in schools, etc. it is therefore necessary to ensure that budgets are possible in each area.

Does the gendarmerie remain attractive?
Yes, it recruits a lot in a wide range of professions, including forensic engineers in particular.

Yvelines: national police numbers up slightly, especially in Rambouillet

Eure-et-Loir suffers from an image deficit. Are there other cases?
Yes. The Paris basin in the broad sense of the term remains unattractive. Traditionally, Eure-et-Loir is not a recruitment department, nor a return to its lands unlike the North of France where there are waiting lists of several years. To come back to Eure-et-Loir, its image has improved a lot and now benefits from several advantages, such as quality of life.

What is your roadmap?
My priority is to rebalance qualitatively, permanently, the number of gendarmes at any point in the territory. Regions suffer from a chronic shortage of non-commissioned officers and officers, unlike other regions that are well endowed with technical comfort. There is also a disparity of judicial police officers. I have to ensure a balanced distribution everywhere.

Will itinerant brigades emerge in Eure-et-Loir?
Necessarily. The President of the Republic announced the creation of 200 more territorial brigades in France. Some will be itinerant over large sectors, in particular to get in touch with the population. The digital tool is also a component that is developing considerably in the relationship with the population.

What a journey!
Yes, I never thought I would go this far when I started my career. I like to come back to Chartres where I was born and where I lived until I was 18. My father was the director of a private college in Chartres, I still have a lot of family there. I have five children, two of whom are military sons, one a captain in the Foreign Legion, the other a lieutenant in the artillery. I also had the chance to command the Eure-et-Loir group. I remember the seizure of 3.2 tons of cannabis, near Dreux in 2010 (gendarmerie record).
