Regarding the prosecution of Mr. Trinh Van Chien – former Secretary of the Thanh Hoa Provincial Party Committee, the information that the reporter obtained, related to the Hac Thanh Tower project, caused a series of key officials of Thanh Hoa province to be involved in indignities.
On December 29, 2023, Thanh Hoa Police prosecuted the defendant, searched his residence and applied measures to prohibit Mr. Trinh Van Chien from leaving his residence.
Accordingly, on January 29, 2013, Thanh Hoa Provincial People’s Committee issued Decision No. 389/QD-UBND assigning Song Ma Company a land area of 2,958.7 m2 at Phan Chu Trinh Street, Dien Bien Ward, City. Thanh Hoa to implement the Hac Thanh Tower project. After that, the Chairman of Thanh Hoa Provincial People’s Committee assigned the Department of Finance to preside over and advise the Chairman of this Provincial People’s Committee to approve land use fees payable to the state budget of Song Ma Company.
At that time, Mr. Trinh Van Chien was Chairman of Thanh Hoa Provincial People’s Committee; Mr. Nguyen Dinh Xu is currently Vice Chairman of Thanh Hoa Provincial People’s Committee. Mr. Worth was assigned to be in charge of prices. However, when the Department of Finance submitted a proposal to Thanh Hoa Provincial People’s Committee for consideration, Mr. Trinh Van Chien still directly resolved it.
The Hac Thanh Tower project caused a series of key officials in Thanh Hoa province to get into trouble.
Specifically, Mr. Chien asked the Department of Finance to explain, then agreed to approve land use fees to be paid into the state budget of Song Ma Company at a unit price of 21 million VND/m2 (according to the determined price). since 2009); and assigned Mr. Nguyen Dinh Xu to sign the approval decision.
After Mr. Chien’s direction, on December 23, 2013, Mr. Nguyen Dinh Xuc signed Decision No. 4562/QD-UBND approving the land use fee that Song Ma Company must pay to the state.
The police determined that the approval of the above decision caused a loss to the state budget of more than 55.8 billion VND.
Previously on October 21, 2023, the police prosecuted Mr. Nguyen Dinh Xu – former Chairman of Thanh Hoa Provincial People’s Committee related to the Hac Thanh Tower project.
According to research, when the People’s Committee of Thanh Hoa province approved the land price at the Hac Thanh Tower project, Song Ma Company was in the process of equitizing the enterprise. Before equitization, Song Ma Company was a one-member limited liability enterprise with 100% state capital, directly under the People’s Committee of Thanh Hoa province.
Mr. Nguyen Xuan Phi, former Secretary of Thanh Hoa City Party Committee, former Chairman of Thanh Hoa City People’s Committee used to hold the position of Chairman of the Board of Directors of Song Ma Company.
After Mr. Phi was appointed Chairman of Thanh Hoa City People’s Committee in 2007, Mr. Nguyen Manh Son was appointed to replace Mr. Phi as Chairman of the Board of Directors of this company.
And before that, on October 21, 2023, the police prosecuted Mr. Nguyen Dinh Xuong – former Chairman of Thanh Hoa Provincial People’s Committee – in connection with the Hac Thanh Tower project.
