To agree on the relocation of Binh Duong hotel, Binh Dinh province has worked many times with the Ministry of National Defense. Hai Au Hotel opened in 2009, only leased land for 10 years, then extended the land lease for another 2 years.
However, according to the Department of Natural Resources and Environment of Binh Dinh province, although Hai Au Hotel’s land lease expired in 2019, it was extended and the relocation deadline from its current location until 2024.
Leaders of the Department of Natural Resources and Environment of Binh Dinh province confirmed that Hai Au Hotel’s relocation deadline was extended until 2024 because the project is a very large asset, especially with an 11-storey hotel building.
If the hotel relocates immediately, it will be very difficult for businesses, including difficulties in providing jobs for hundreds of workers.
Not to mention, according to land law regulations, the principle is that once the land lease expires, as in the case of Hai Au Hotel, the state does not compensate; The location for relocation is not assigned but must be auctioned.
In August 2024, Hai Au Hotel must relocate from its current location. As for Hoang Yen Hotel, its land lease will not expire until May 2052, so currently, Binh Dinh province has only announced its relocation policy to let businesses know and the relocation will also be carried out according to the roadmap.

At Quy Nhon beach, 10 years ago, the leaders of Binh Dinh province allowed a business to carry out leveling and reclamation of Quy Nhon sea on an area of more than 12 hectares to build a cable car connecting Mui Tan to Hai Giang tourist area in the village. Mui Tan reclamation area is located at the beginning of Xuan Dieu street, the most beautiful coastal road in Quy Nhon. Quy Nhon’s coastline is 5km long, has a beautiful “crescent moon” curve, is deformed by leveling, marine environmental pollution, and is criticized by public opinion.
For sea reclamation, but between the leaders of Binh Dinh province and investors, there is no agreement on planning and has not created consensus among the people.
Specifically, the investor wants to build hundreds of villas in the reclamation area, but Binh Dinh leaders firmly refuse, do not agree and request to only provide services here.
The cable car was “broken” and in reality at that time, Binh Dinh was very eager to develop tourism, so it was decided to level and encroach on Quy Nhon sea. A provincial leader once admitted that this is a “painful” problem that has existed for a long time and the government has had to try to solve it in many ways and it has taken many years.
Binh Dinh has drastically “corrected” and did not use budget money. The Mui Tan project initially had a total area of 12 hectares, and with the province’s approval, it was trimmed to return the natural curvature to the beach, leaving more than 7 hectares.
This place is forming parks, squares… as community spaces to serve people and tourists in Quy Nhon.
Only a small area next to Squadron 48 is planned to be used to build a 40-story hotel, while the remaining large area is to build a park to serve the community.

Hung Thinh Quy Nhon Entertainment Services Joint Stock Company from end of 2018 negotiated and restarted the Hai Giang Merry Land Tourist Area Project in Hai Giang village, Nhon Hai commune and took over project implementation at Mui Tan reclamation area. The project was granted Investment Registration Certificate No. 2882365636 by the Department of Planning and Investment of Binh Dinh province on July 19, 2019.
Project implementation progress: From the second quarter of 2019 – the second quarter of 2020, complete investment, land and construction procedures; From the second quarter of 2020 – the second quarter of 2022, construction will begin and the project will be completed and put into operation.
However, the project lasted many years, related to the Investment Law, Enterprise Law, Land Law, and on the other hand, legal regulations changed.
In particular, according to the provisions of Decree No. 148/2020/ND-CP dated December 18, 2020, land used for commercial and service purposes must be auctioned for land use rights.
Therefore, to resolve the problem of this case, the People’s Committee of Binh Dinh province has issued a written report to the Prime Minister’s Special Working Group for guidance on implementation. Binh Dinh is waiting for a written response from the Prime Minister’s Special Working Group to have a basis to resolve this project.
Up to now, Binh Dinh has not made a decision to allocate land in the Mui Tan reclamation area to businesses for lease to implement the project.
