The municipal government does not rule out this possibility that cities like Madrid have already announced and that it seeks to compensate for the loss of capacity that these premises could have due to the preventive measures of social distancing that could be applied once the confinement ends.
“The terraces will be key to the new social guidelines in bars and restaurants, for this we will study extensions and flexibility in uses and spaces,” explains the first deputy mayor, Jaume Collboni. An expansion that the socio-common government already has on the table and that Esquerra also considers necessary, which, in fact, transferred this proposal to the bipartisan government last week within a package of measures aimed at the commercial sector that the independence movement considers urgent.

“Barcelona’s public space is very shared, so much so that problems can be generated … But now we will not be in that situation and while there are measures of social distancing, some measures of public occupation will have to be relaxed,” says ERC councilor Jordi Castilian. “The idea is not that there are more tables but that the minimum possible be lost,” adds the Republican mayor, who acknowledges that in some cases it will be difficult due to lack of physical space, but that it will also have to be seen how to compensate for the possible loss capacity.
Republicans, like the municipal government, separate the extent to which bars and restaurants can temporarily increase employment from the fact that a profound modification of the rate that affects this occupation can be carried out. The update of the municipal tax that affects terraces, precisely, was agreed between socialists, commons and republicans and the three parties continue to consider it essential. Esquerra, yes, would be in favor of a temporary reduction in the rate during the time of recovery and social distancing.
The socio-common government is more in favor of compensating the taxation of some sectors affected by the crisis than of lowering taxes, although from the outset it is not closed to anything.
About rates, as well as possible subsidies or budgets, it is expected that the different political parties will begin to speak already next week. So far there have only been a few informal scores. Although the question of the expansion of terraces is governed by other rules, that of the occupation of public space will also be brought to the table. There will be more measures, including those that Esquerra has already transferred and that directly affect businesses. For example, the possible subsidy equivalent to 40% of the IBI to owners who forgive the rent during the confinement of their tenants, the creation of an online proximity commerce platform, as well as an aid program for the maintenance of commercial associations and guilds.
The municipal government has already announced a first aid package of 25 million euros that it wants to finish defining with the other groups.
