All tasks such as collecting revenue, combating drug and cash smuggling and tax evasion as well as the fight against undeclared work had to be done and adapted to the development of the pandemic, “said Jörg Danschewitz-Ludwig.

Collection of duties – Customs, the administration of federal income
The main customs office in Krefeld received around 1.34 billion euros in 2020 (2019: 1.48) for the coffers of the federal government, the state of North Rhine-Westphalia and the European Union. The main sources of income were excise taxes. Of these, the electricity tax accounted for the largest share at around 267.7 million euros (2019: 334.9). The energy tax hit with 162.9 million euros (2019: 160.2). The income from the spirits tax amounted to 67.5 million euros (2019: 64.1). The collection of vehicle tax amounted to 137 million euros (2019: 134). 908,337 vehicles are registered in the district of the main customs office in Krefeld.
In terms of import sales tax, 613.3 million euros (2019: 683.3) were received. The duties levied, which are paid to the European Union, amounted to 90.7 million euros in the past year (2019: 99.3). The beer tax due to the federal states brought in around 4.9 million euros (2019: 4.6) for the state of North Rhine-Westphalia.
Financial control of moonlighting – avert harm to the general public
The 102 customs officers employed at the Krefeld and Mönchengladbach locations checked 613 (2019: 845) employers in their area of responsibility in Krefeld, Mönchengladbach, the Rhine district of Neuss and the district of Viersen.
Since certain industries could only be checked to a limited extent during the lockdown, the reviews focused on courier, express and parcel service providers, the transport industry, agriculture and meat processing companies. Due to the pandemic situation, all controls were carried out in strict compliance with the appropriate protective measures for the health of the emergency services and those involved. Nevertheless, a total of 3,265 (2019: 3,594) investigations were initiated and 3,270 (2019: 3591) were completed and 300 (2019: 332) administrative offense proceedings were initiated.
The damage caused by undeclared work was more than ten million euros, at the same level as the previous year. The realignment of customs with the focus on combating organized forms of undeclared work and the risk-based inspection procedures also had an impact. The results of the investigation led to prison sentences totaling over 68 years, which were imposed by the courts. At just over one million euros, the fines imposed by the courts almost reached the previous year’s level of 1.2 million euros. The sum of the fines and warning monies set amounted to over 270,000 euros.
Traffic infrastructure control unit – combating drug smuggling and tax evasion
The traffic route control unit, based in Nettetal-Kaldenkirchen, ensures customs monitoring of the movement of goods. For this purpose, the customs officers are on duty around the clock in the control area of the main customs office in Krefeld to protect the citizens. The focus of the monitoring and control activities is the fight against drug and cash smuggling, product piracy and tax evasion.
In 2020, this control unit seized more than 385 kilograms (2019: 94) of narcotics as well as more than half a million euros and 197,000 British pounds in cash during cash controls when entering and leaving an EU member state.
In total, they carried out 8,319 identity checks. The customs officers from Kaldenkirchen confiscated around 170 kilograms of hashish, 78 (2019: 29) kilograms of marijuana, 128 (2019: 49) kilograms of amphetamine, 3.6 kilograms of cocaine (2019: 9). 32 people (2019: 12) were arrested for drug offenses.
The sanctioning of discovered violations of legal provisions of customs and consumption tax law as well as import bans (e.g. prohibited weapons, species protection, brand and product piracy) is also the task of the main customs office in Krefeld. 6,277 (2019: 6,985) criminal and 824 (2019: 1,268) administrative offense proceedings were initiated in this area by the central penal and criminal affairs office in 2020, and fines of over 858,000 (2019: 1.5 million) euros were imposed. People had to pay 380,000 (2019: 452,000) euros of money to the customs office in order to avert further prosecution. In addition, 1,270 vehicle tax violations had to be punished.
In the customs offices of Krefeld-Uerdingen, Mönchengladbach, Neuss and Nettetal-Schwanenhaus, almost 6.1 million (2019: 4.5) items were processed in the computerized ZOLL ATLAS declaration procedure for the import and export of goods in 2020.
The post customs offices of the Mönchengladbach, Neuss, Krefeld-Uerdingen and Nettetal-Schwanenhaus customs offices process up to 30,000 postal parcels from countries that do not belong to the European Union. In 225 (2019: 418) cases, the customs officers at the four customs offices had to refuse to hand over the postal parcels due to illegally imported brand forgeries. 14,327 articles with a volume of over 1.5 million euros (2019: 600,000) were affected. The items most frequently seized were clothing and personal care products. The goods were mainly ordered on the Internet and most of them came from China (56 percent) and Turkey (23 percent).
Main customs office training
On August 1, 2020, 32 young women and men began training in the middle customs service or a dual degree in the higher customs service.
